Advanced CompetencyDev Center Inc (often referred to as ACCI Philippines) is an HR management consulting and an HR services company incorporated in 2018 in Manila, Philippines. It focuses on helping organizations enhance their human capital by designing and developing competencies, delivering training programs and providing HR Consulting and Executive Search services.
Founded by Atty. Hector V Hernandez, DPM, a seasoned HR professional with decades of experience in both local, regional and multinational settings, the company aims to support businesses in achieving growth by building the right skills, knowledge and abilities within their teams.
ACCI offers services including customized Competency Design and Development, Training and Learning Programs, HR Consulting and Executive Search Services; adapting its offerings to ever changing business needs and making clients strengthen human capital performance. It is currently headquartered in BGC, Taguig City, Philippines and serves a range of clients with a small but well experienced consultants.

Meet the Founder
An accomplished HR professional and lawyer with over three decades of experience in people management and organizational leadership.
Atty. Hector V. Hernandez, DPM
Meet Atty Hector – a seasoned HR professional with over 30 years of experience in managing HR departments of medium to large organizations, both local and multinational. He’s also worked with international non-profit organizations across Asia and Africa. His expertise in competency has made him one of the most sought-after professionals in the country.
Throughout his career, he has led HR teams at top companies such as Glaxo Philippines, American Express, Novartis, Sanofi Aventis, International Rice Research Institute (Los Banos, Philippines), International Crop Research Institute in the Semi-Arid Tropics (Hyderabad City, India), Mediaquest Holdings, and Maxicare Healthcare. Currently, he shares his knowledge and expertise as a faculty member of the School of Education and Development at the University of Asia and the Pacific, teaching both graduate and undergraduate students.
His educational background is just as impressive as his professional experience. He holds double degrees of Bachelor of Arts in Behavioral Sciences and Bachelor of Science in Business Administration from the De La Salle University Manila and pursued his Bachelor of Laws degree from Ateneo de Manila University under full Ayala Corporation scholarship. He’s been a member of the Philippine Bar since 1986 and was awarded the Novartis Global HR Performance Awards in 2000 and 2003 at Basel, Switzerland.
In 1999, he completed the Senior HR Executive Program at the University of Michigan. In 2002, he joined the first batch of elite Global Novartis HR Directors and attended the one-year Transformative HR & OD Program held in various major cities of Basel, San Jose Ca., Munich & Paris using McKinsey’s best practice approach in Learning n Innovation. He was awarded the Diplomate in People Management or DPM conferred by the prestigious Society of Fellows (SOF) of the People Management of the Philippines (PMAP) in 2019. He was also instrumental in the design and development of many training curricula for the Asian Institute of HR Management (AIHRM), official training arm of PMAP where he conducted and facilitated many of the Core Offerings, Certification & Accreditation programs. Currently teaching at the University of Asia & the Pacific Manila, handling courses on Human Capital Development both in the undergraduate and graduate levels.
In 2018, Atty Hector founded ACCI Philippines, where he serves as the President and CEO. With his wealth of experience and expertise, he continues to lead and make an impact in the world of HR and beyond.
In 2022, he was elected to Pampamilyang Paaralang Agrikultura Foundation Inc or PPAFI as Board Trustee in charge of HR, Legal, Finance & Communications.

The Innovative Force Driving Behind the Company

Ms. Rosario S. Ventura, DPM
Chit, one of the Senior Management Consultants has proven Management expertise in all facets of the Human Resource Management honed in the manufacturing set-up. Armed with her AB and MS Sociology UP Diliman, an MBA from the Ateneo de Manila University and a Strategic HR Course from the Columbia University, she exhibited flexibility and leadership in managing Corporate Affairs, Community and Industry . She is the first female President of both the PMAP and the Society of Fellows (SOF) in a Diplomate in People Management.
She is a shared leadership coach from LIM International and a Certified Executive Coach from the Center of Executive Coaching. Her involvement in social responsibility is through her membership in the Advisory Committee of the Amcham Foundation and her various roles in Zonta, her women's advocacy group.

Mr. Reynaldo C. Dela Cruz, Jr.
More than 30 years of management and leadership experience in the healthcare sector – pharmaceutical, nutritional, commercial and manufacturing practitioner; he is currently involved in setting up and operating an integrated telehealth system. Prior to this role, Rey was the GM of United International Pharma in Vietnam and in 1994 until 1997, led Glaxo Vietnam where he pioneered the Glaxo organization in a start-up scheme.
Rey also had significant management roles in multinational companies in the Philippines like Glaxo Smith Kline, Mead Johnson, Novartis, Sanofi Aventis and Ely Lilly. In 2022, he was appointed as Trustee of Pampamilyang Paaralang Agrikultura Foundation Inc. (PPAFI), and was elected the President thereafter. His core competencies are in the areas of strategic management, marketing, hospital operations and construction.
Rey had completed his certificate program from Columbia University in New York and the University of Asia and the Pacific in Manila.
Ms. Luz “Bobbie” Laguitao, FPM
Bobbie is a seasoned Human Resource and Organization Development (HROD) professional with over 20 years of Corporate HROD and Training experience and 24 years of HR–OD consulting practice.
Her core expertise lies in starting up organizations and leading strategic restructuring initiatives, enabling companies to transition toward modern, responsive, and sustainable HR systems and organizational models.
She holds a degree in Psychology and a Master’s degree in Industrial Relations from the University of the Philippines Diliman.
A strong advocate of knowledge sharing and capability building, Boobie firmly believes that learning is a lifelong journey and that continuous development is essential for both indvidual and organizational sucesss.

Mr. Efren S. Elane
Efren is a Conversational Intelligence® Coach certified by The Creating WE Institute (New York, USA) igniting a spirit of mission, clarity of purpose and roadmap for astounding and pathbreaking outcomes in business and life. His vast working experiences and consulting engagements span corporate and government sectors,
and civil societies such as in banking, finance and insurance, healthcare and pharmaceuticals, fashion retail, food and liquor, semiconductor and manufacturing, education and consulting.A seasoned Chief Human Resource Officer and HR professional for 34 years, Efren was awarded 100 Most Influential Global HR Practitioners by CHRO Asia during World HRD Forum in Mumbai, India in 2016. He is a Senior Certified Professional and among few Invited Volunteer Subject Matter Experts of the Society of Human Resource Management (Alexandria, Virginia, USA), which has more than 340,000 members globally. He holds a Certificate on Strategic Business Economics at the University of Asia & Pacific (Manila, Philippines), and a Bachelor of Arts in Philosophy from University of Santo Tomas (Manila, Philippines).

Mr. Allan Allas, AFPM
Al believes in enabling people and organizations to succeed. This has guided him across three decades of work, both in the corporate and consulting world. He graduated Magna cum Laude from the Philippine Dominican House of Studies with an AB Philosophy degree. He joined the corporate world as a Management Trainee and chose the Training track, which started his career in HR. He pursued the spectrum of HR and OD, and Business Development, as well as in Sales and Marketing functions. His corporate and consulting work included engagement in various industries like insurance, banks, FMCG, telcos, real estate, manufacturing, BPO, and retail. He has also designed teambuilding workshops.

Mr. Mirlo Sustiguer
Mirlo is an experienced Human Resource practitioner, with strong working knowledge in Total HR, gained through more than a decade of dedicated corporate work and consulting. During his professional life, he worked and engaged with highly diverse industries that include retail, healthcare, financial institution, hotel, and consultancy firms. He implements Design and Installation of Competency Models. He carries with him a Marketing degree and completed his Bachelor of Laws.
Currently Head of HR of one of ActivAsia’s biggest divisions, Mirlo has the expertise of HR and OD that he always wanted to share with clients.
